“Public Sector” in the Indian context would include the various central and state government departments and agencies, and institutions owned or controlled by the government.  In the federal constitution of India, housing falls in the State list, but the central government has significant influence over the formulation of housing policies, fiscal provisions, incentives, flow of funds for housing and the legislative framework governing housing activity. 
 
At the same time, the activities of housing agencies are controlled by the state government, and legislation relating to rent control is enacted at the state level.  This would account for the variety of situations prevailing in a vast country like India, in terms of the legal structure, attitudes to private sector operation, and encouragement to rental housing. 
 
“Private sector” would subsume not just the organized builders, but also a variety of non-governmental institutions including private employers, trusts, charitable organizations, trade unions, cooperatives and other associations.  Thus it would include both those motivated by profit considerations, and those by non-profit motives.  In Kerala Houses built by the individuals themselves for their own use is not motivated by profit or other considerations.
 
The luxury villas and huge housing units built by the leading builders for sale are solely for generating significant amounts as profits.  When considering the proliferation of the luxury villas in the state, the profit motive have outweighed all other issues and all the leading builders who have tasted success have invested much money, time and effort into the creation of high quality homes laced with amenities from all parts of the globe.  But the most interesting thing is that these apartments are available at local costs, mainly due to the availability of cheap labor and other inputs, which are very costly in foreign destinations.
